Push the fence gently. If it moves at the base or the panel sways, the post is likely rotten at ground level. A screwdriver pushed into the timber near the soil will also show softness.
Concrete lasts longer in wet ground and needs little upkeep. Timber looks more natural and is cheaper to start with but needs good drainage and treatment. We can explain which suits your plot.
