Height is rarely fixed by pruning, and it is worth being honest about that up front. What pruning does well is deal with specific branches: the one over the greenhouse, the one on the neighbour's side, the dead one that keeps dropping. If the complaint is the tree's overall height, reduction is the conversation, not pruning.
If height is the complaint, reduction is the operation. What it cannot do is make a large tree into a small one: reduce too hard and you get a stressed tree and vigorous regrowth. A sensible reduction takes a proportion of the crown, not a target height plucked out of the air.
Tall trees are removed by dismantling from the top down rather than felling, in almost every domestic garden. That is careful, methodical work — and it is the main reason quotes for tall trees vary so widely depending on access.
The stump left by a tall tree is usually wide as well as deep, and grinding it can take longer than people expect. It is worth pricing at the same time as the felling so there are no surprises afterwards.
Fast-growing conifers reach a point where the homeowner cannot manage them from the ground, and by then the options have usually narrowed. Conifers do not reshoot from bare wood, so a reduction can only go as far as the green shell. Where the green has thinned to a few inches, reduction stops being possible and the realistic choice is between leaving it and removing it.
Leominster has a conservation area covering the historic town centre. If a tree stands in a conservation area, six weeks' written notice has to be given to Herefordshire Council before work starts. That is a notice rather than an application — there is no approval to wait for beyond the six weeks. The council uses the time to decide whether to protect the tree with a Tree Preservation Order; if it does not, the work can go ahead and the authorisation lasts two years.
A tree already covered by a Tree Preservation Order is different again. That needs a formal consent application to Herefordshire Council, normally decided within eight weeks, and hearing nothing does not count as permission. Cutting down, topping, lopping or uprooting a protected tree without consent is a criminal offence, and not having checked is not a defence. Checking is free and takes one phone call, so it is worth doing before you book rather than after.
There is a size exemption worth knowing about. In a conservation area, trees under 75mm in stem diameter measured 1.5m above the ground fall outside the notice requirement, and the threshold rises to 100mm where the work is thinning to help other trees grow. That covers genuinely small stems — it will not cover anything you would call a tree surgery job.
One thing that catches people out: Herefordshire Council is a unitary authority and is not affected by the local government reorganisation happening elsewhere in the region. It remains the authority you deal with for tree matters.
