In a conservation area, trees under 75mm in stem diameter measured 1.5m above the ground fall outside the notice requirement, and the threshold rises to 100mm where the work is thinning to help other trees grow. That covers genuinely small stems — it will not cover anything you would call a tree surgery job.

One thing that catches people out: Herefordshire Council is a unitary authority and is not affected by the local government reorganisation happening elsewhere in the region. It remains the authority you deal with for tree matters.
