It can — but "reduced" may not be the word you want. A dense crown and an oversized crown are different conditions, and the operation that fixes one is the wrong answer for the other.
Two different problems

Why trees become dense
Usually one of three reasons, and it is worth knowing which, because it affects what happens next.
- Natural maturity. Many species simply congest as they age, particularly where they have never been managed.
- Species habit. Sycamore, lime, holly and laurel are naturally dense; birch and ash are naturally open. Some trees will always be thick.
- Previous topping. This is the important one. A tree that has been topped responds with a mass of shoots from around the cut ends, and that regrowth is far denser than the original crown was.
That third case changes the job. Thinning a topped tree is not just about light — it is about selecting which of the crowded shoots to keep and removing the rest, so the tree rebuilds a defensible structure over several years. That is restoration work rather than routine thinning, and it takes longer.
How much thinning is sensible
A modest percentage of the crown. The exact figure matters less than the principle, which is that the material removed should come from throughout the crown rather than from the middle.
Strip the interior and leave the tips and you get the "lion's tail": bare limbs with weight concentrated at the ends. It looks wrong, and it makes branch failure in wind more likely rather than less, because the leverage on each limb increases.
What thinning actually delivers
Realistic expectations help here. A sensible thin lets noticeably more light through and makes the space beneath usable for a wider range of planting. It does not turn deep shade into full sun, and it will not make a north-facing garden bright.
It also does not last indefinitely. The tree grows back into the space, so a thin typically holds three to five years on a vigorous species and longer on a slow one. Worth asking at quotation, because it turns a price into a running cost.
When reduction genuinely is needed as well
- The tree is both dense and genuinely too large for the position.
- It is pressing on boundaries or structures as well as casting shade.
- Thinning has been done before and was not enough on its own.
- The problem is the tree's height rather than what passes through it.
In those cases the two operations are often carried out together — a reduction with a light thin — and quoted as one job. That is a legitimate combination and worth asking about, rather than doing one and then the other in separate visits.
Conifers are the exception, again
A dense conifer cannot really be thinned in a useful way. The foliage sits in a shell on the outside with bare wood behind it, so there is no interior growth to remove — taking anything out simply makes holes that will not fill in, because conifers other than yew do not regrow from bare wood.
If a conifer is casting too much shade, the honest options are reduction within the green, removing a whole tree from a group, or living with it.
Before booking
A tree in Pershore's conservation area needs six weeks' written notice to Wychavon District Council, and a TPO tree needs written consent. Thinning counts as work on the tree, so the requirement applies just as it does to a reduction.
