The words get used interchangeably by customers and, less forgivably, by some contractors. They describe different operations at different prices, and knowing which is which before you collect quotes is worth more than anything you will achieve by negotiating.
The plain version
The family of operations, and what each actually is
"Pruning" is really an umbrella term covering several jobs.

Note that only the last row changes the tree's size. Every other operation leaves the outline where it was — which is exactly why they cost less and why they solve most problems.
The confusion that costs the most money
Lifting versus reduction. It is worth spelling out because it is where people most often buy the expensive job by mistake.
A reduction shortens the branches, so the tree becomes smaller and less dominant against the sky. It does not give you back the ground under the canopy, because the lowest branches remain at the same height.
A crown lift removes those lowest branches, so the space beneath becomes usable immediately. If the complaint is at ground level — mowing, walking, sitting, planting — lifting is the answer and it is the cheapest operation there is.
The second confusion: thinning versus reduction
Thinning removes a proportion of the interior growth so more light filters through the same canopy. The tree stays exactly the same size and shape. Reduction makes it smaller.
If the complaint is gloom rather than size, thinning is cheaper and the tree prefers it. There is a limit — thin too heavily and you strip the interior, leaving branches bare with tufts on the ends. That looks poor and makes limbs more likely to fail in wind, because the weight is all at the extremities.
And the one that is not a real operation at all
Topping. It gets described as reduction and it is not the same thing. A proper reduction cuts each branch back to a suitable growth point — a side branch large enough to take over. Topping cuts to a uniform length regardless of where the growth points are.
The result is stubs with no side branch to draw sap through them, so they cannot seal. Decay enters the open ends, and the tree responds with a dense flush of shoots attached to the outside of decaying wood rather than at a proper union. Three or four years on you have a tree the same height, denser, worse shaped and structurally weaker.
It is faster than a real reduction, so it is cheaper to carry out. If one quote is markedly below the others, "how will the cuts be made?" is a fair question and the answer is revealing.
How to work out which you need
Ask yourself one question: if the branches causing the problem were removed, would the tree still be too big?
If no — you want pruning, in one of its forms. If yes — you want reduction. It is a reliable test and it takes thirty seconds.
Both need the same permission
Worth knowing: in Ludlow's conservation area the six-week notice to Shropshire Council applies to work on the tree, not to how much of it you are cutting. Removing one substantial limb needs notice just as a full reduction does, and a TPO tree needs written consent either way, at any size.
